Feature enhance:
1. Fix unable to communicate with battery error under delldiag.
2. Disable external USB port during flash BIOS.
Issue Fixed.
1. Fix FM9X system auto power off
2. Fix system will heard buzz sound after flashing BIOS in Vista 32 OS under DC.
3. Fix system will stop at the end of post process bar(Rate 10%) after press F2/F12.
4. Fix system will show BSOD 9F after running S4 stress under DC mode 10~25%.
